Scott Rubin is an independent attorney and consultant whose practice has been devoted exclusively to issues affecting the public utility industry for 20 years. He began that practice in 1983 with the Pennsylvania Office of Consumer Advocate, rising to the rank of Senior Assistant Consumer Advocate. He chaired the Water Committee of the National Association of State Utility Consumer Advocates (NASUCA) from 1990-1993. During the early 1990s, he represented NASUCA on two federal advisory committees established by the U.S. Environmental Protection Agency, dealing with drinking water quality standards and dealing with the regulation of emissions from electric utility generating stations. He also has served as lead counsel for NASUCA as amicus curiae before the United States Supreme Court. Mr. Rubin left government service and established his law and consulting practice in 1994.
That practice covers a broad spectrum of utility issues, involving the electricity, natural gas, telecommunications, water, and wastewater industries. His consulting practice has included appearances as an expert witness before courts or utility commissions in about a dozen states and two committees of the U.S. House of Representatives. His areas of expertise include the affordability of utility service, regulatory policy, affiliated interest issues, utility planning, deregulation and restructuring of utility industries, cost of service, and rate design. He has conducted research on utility issues for AARP, the American Water Works Association, the National Rural Water Association, environmental agencies in Pennsylvania and Texas, and numerous public- and private-sector clients.
As an attorney, Mr. Rubin represents municipal utilities, labor unions, small businesses, and consumer groups on utility-related matters before state and federal regulatory agencies and in the courts. He is admitted to practice law in New York and Pennsylvania, as well as before the U.S. Third Circuit Court of Appeals and the U.S. Supreme Court. He also serves as an arbitrator in private utility-industry disputes.
As a consultant, Mr. Rubin has provided research, consulting, and expert witness services throughout the United States. His list of consulting clients spans the country from Maine to California and includes state agencies, government-owned utilities, consumer groups, trade associations, research foundations, and private businesses.
