Ray Huffaker is a professor of natural resource economics in the School of Economic Sciences at Washington State University. He holds a Ph.D. in agricultural economics, and a J.D. in law, both from the University of California, Davis. He specializes in water economics, law, and policy, and has published numerous articles on these topics. In particular, he has studied agricultural water conservation, federal water policy and western water law.
