Navy Selects AMEC for $20 Million Environmental Cleanup in California

AMEC, the international engineering and project management company, has been awarded a $20 million remedial design and action task order for a site at Alameda Point, Calif. by the Naval Facilities Engineering Command, Southwest.

The site, on the former Naval Air Station Alameda, was operated between 1943 and 1956 as the station’s principal site for waste disposal, including old aircraft engines, cables, scrap metal, waste oil, solvents and construction debris. Groundwater at the site is contaminated by a plume of volatile organic compounds (VOCs).

Upon evaluating the technical and cost proposals from AMEC and the three other companies, the Navy determined that AMEC offered the best technical proposal and provided the best value to the government. Specifically, the task order consists of a $13.7 million base amount plus ten options totaling up to $7.1 million to be exercised within a 44-month performance period.

AMEC’s proposed plan calls for the design and construction of a 4-foot-thick soil cap with seismic-stability protections to cover the landfill debris; selected excavation of beach and burn areas; and installation, operation and monitoring of a groundwater treatment system. It is anticipated that an “oxidant cocktail” containing hydrogen peroxide, an iron catalyst and sodium persulfate will be injected from 200 wells into the groundwater to rapidly and continuously destroy VOCs, including trichloroethylene (TCE), dichloroethene (1,1-DCE), benzene, and vinyl chloride.

Among other deliverables, AMEC also will develop a precipitation and drainage plan, a wetlands mitigation plan, and a stormwater pollution prevention plan. The work is intended to achieve site closure and reuse as a recreational golf course, beach and fishing area.

“This win is testimony to the combined technical excellence of AMEC and of our recent acquisition – Geomatrix Consultants, Inc.,” said Roger Jinks, President of AMEC’s Earth and Environmental division.

“During the proposal debriefing, the Navy complimented the exceptional technical quality of our proposal,” added AMEC program manager Daniel Chow, noting that technical staff from multiple AMEC and AMEC Geomatrix offices within and outside of California were involved in developing the proposal.

The Alameda Point task order will be funded through a $120 million performance-based multiple-award remediation contract the Navy awarded to AMEC and three other contractors earlier this year.
