Synopsis
The increasing use of Asset Management techniques has undoubtedly been beneficial to the management of underground pipe networks. But correlation of the condition with remaining service life remains problematic. Empirical techniques have been developed in different countries, each on a reasonable engineering and economic basis. But all are different.

Different pipe materials have an influence, as does new knowledge on their performance. The replacement programme for ductile iron pipes in the UK gas network is an example, but this is driven by regulatory requirements not by any rational determination of service life. Models exist that base replacement on economic criteria. Others are based on serviceability. Others are dogmatic; we have heard of one country in which the authorities floated the idea of replacing all pipes after 20 years! Which approaches are appropriate to which situations, and do new tools need to be developed? This paper will review the various approaches to answer these questions and will identify the needs for new tools and techniques. It will answer some questions and raise others for discussion.
