Biography

Dr. Kwong is Vice President and Manager of Geo-Engineering in the Honolulu Office of URS Corporation.
Dr. Kwong obtained his B.Sc. (Hons.), M.Sc., and Ph.D. from the University of London and Leeds, England, in the area of Engineering Geology and Geological Engineering. He has 24 years of experience in geotechnical and geological engineering in Hawaii, Canada, Asia and other areas of the Pacific Basin. He has served as principal geotechnical investigator and project manager on numerous engineering projects, including tunnels, microtunnels, pipelines and ocean outfalls to be installed by horizontal direction drilling methods, landslide evaluation and stabilization, earth dam, airport runway pavement design and shallow and deep foundations in Hawaii and Asia. He is a licensed Professional Civil Engineer in Hawaii, and a registered Chartered Engineer in the U.K.
He served as a member of ASCE's Committee on Standard of Practice and Construction Guidelines for Microtunneling, and a Past President of the Hawaii Section, ASCE. He was a past President of the American Consulting Engineers Council of Hawaii, and a past National Director of the American Council of Engineering Companies.

Mr. Mathew Francis is Manager of the Construction Management Group and Senior Geotechnical Engineer in URS Corporation’s Honolulu Office.
Mr. Francis obtained his B.S. and M.S. degree in civil engineering from Brigham Young University in Utah, and has 12 years experience in geotechnical engineering and construction management.
He conducted numerous geotechnical engineering investigation, emergency response, and seismic engineering studies in Hawaii, California, Guam, British Columbia and Utah. Experiences include design and construction supervision of foundations, retaining structures, ground improvements, wharfs and pavements, and numerical modeling of tunnels, excavations, and trenchless pipeline installation using horizontal directional drilling. Experiences also include field investigations and laboratory testing of geotechnical conditions, seismic vulnerability and verification of success of mitigation measures; geo-mechanical modeling; stress and stability analyses; comparative analysis of alternatives and risk analyses; design of stabilization systems design including rock anchors, soil nails, and ground improvement systems (soil-cement mixing, grouting, stone columns, micro-piles, etc.); and supervision/management of construction.
