The Mackenzie Pulp Division environmental upgrade program presented H A Simons and Fletcher Challenge with some unique project management challenges. Fletcher Challenge was keen to implement a new program in order to meet the existing environmental standards before the end of 1989 and be able to meet the proposed new standards by January 1992. This meant that three separate projects would have to be constructed simultaneously while the mill continued in normal operation.

The projects required a broad mix of engineering skills organized into a number of sub-projects; all integrated under one project management team. The engineering was directed by a team of three BC registered Professional
