
According to Section 47 (7) of the Climate Change Levy (General) Regulations 2001, if a generator wishes to claim Levy Exemption Certificates (LECs) for electricity generated from waste, then OFGEM require the supply of certain support information. An operator needs to demonstrate that the proportion of electricity attributable to renewable energy sources is at least 50%.
In order to do this a fuel measurement and sampling a questionnaire needs to be completed, detailing the proposed sampling methodology for the feedstock to the plant. MSS has a long association with the Waste Management industry and provides a range of laboratory and consultancy services. Since the introduction of the above regulations we have received a number of enquiries for assistance with fuel sampling and analysis and as a result are now able to offer a new package of services. This package includes-
- Preparation of the OFGEM fuel measurement and sampling questionnaire - Design of fuel/waste sampling protocols - Analysis of fuel/waste for Calorific Value and Biomass Content - Analysis of fuel/waste for a range of other determinands including metals, halides, sulphur, dioxins and proximate/ultimate analysis
This new package supplements the existing services already provided to the Waste Management Industry which are-
- Analysis of Ash and Air Pollution Control Residues for PPC and WAC Compliance - Completion of PPC reporting forms for submission to the Environment Agency - Analysis of stack emission samples - Background and workplace monitoring surveys - Bioaerosol surveys for composting and related plants
